On July 10 City of Warsaw Administrator Randy Pogue discussed a nearly $25 million award to be soon received by the city for infrastructure projects. He noted that those funds will dwarf previous city improvement grant funds used for various infrastructure projects; then commented on projects Warsaw now has in mind: On the RAISE Grant, he said he has received invitations to speak at the meetings of the Missouri Bicycle and Pedestrian Federation and at the Rock Island Trail Summit, both to meet soon. He said he would take personal leave to attend those meetings, but was advised by the group that the city would pay for his attendance.
On the Main Street TAP project, Pogue was advised to apply for a related grant. And he was told the group was still considering the final design of CED lights to be installed on several streets around town, yet Pogue wanted a decision on those lights in the near future. The Administrator also commented on the Municipal Airport terminal program, saying that it needs further study and perhaps an application for a CDBG grant. The group agreed he should apply for that grant. Pogue then discussed the possibility of receiving a Rural and Tribal Grant for airport terminal needs, then relayed that he needs to prepare an engineering qualifications study relating to engineering firms the city deals with. He added that the requirement is because of state regulations.
Regarding the city's utilities, Pogue said he has received a preliminary engineering report (PER) on its water facilities and is getting a PER on its wastewater facilities. He added that a related bond issue will be placed in the November election for public input. He then commented on the Outdoor Recreation Infrastructure Program at Drake Harbor, indicating that the city might qualify for a partial grant including money for new rest rooms. Lastly, he indicated he wants to obtain a master plan for Lay Park.
The meeting opened at 6:00PM, with Aldermen Eric Flores, Reba Slavens, Doug Hedrick, Lou Breshears, Adam Howe present. Alderman Rob Coskey was absent. Mayor Eddie Simons presided; City Clerk Jessica Kendall recorded.
First actions by the group were to approve the evening's agenda and minutes of its June 25 meeting, then okay payment of bills presented.
There was no old or new business.
Following the Administrator's discussion, the group went into executive session about 6:45 PM. Visitors are invited to its open sessions, usually held on 1st and 3rd Monday eves.
