Warsaw Mayor Eddie Simons called the meeting of the Warsaw City Council to order at 6:00 PM on Monday night, February 3 in the Council Chambers of the Community Building. Alderpersons present included: Adam Howe, James White, Lou Breshears and Eric Flores. Alderperson Rob Coskey was absent. City Clerk Jessica Kendall recorded the meeting.
Benton County Economic Development Director Jo Ann Lane introduced Michelle and Dennis Larson who then addressed the council about their plans to open a new business, The Locker Room at the Lake, to be located in the previous Warsaw Adventures building 413 East Main Street. The Larson's plan to offer an indoor/outdoor event space complete with streaming services, offering the community a venue to watch all sports; professional, college, and with an emphasis on local teams. They will also offer bar snacks, as well as soft drinks and plan to offer a full bar.
Cheryl Petersen addressed the board about the Benton County Wine Stroll to be held in Warsaw on April 26. Main Street from Seminary to Commercial Street will be blocked off as well as part of Benton and Van Buren Streets. Two port-a-pot stations will be placed just off Main Street. Petersen reported to the council that the Wine Stroll has grown considerably over the past fourteen years and that the Benton County Community Foundation now offers a $1,000 scholarship to a graduating senior at each of the three Benton County high schools.
Under new business, the council approved Ordinance 2025-01 authorizing Mayor Simons to execute the renewal of a lease by and between the city of Warsaw and Warsaw Leathernecks Marine Corps League Detachment #1254 for lease of premises to be used as an office and meeting chambers.
The council also approved Ordinance 568, authorizing Mayor Simons to execute a contract by and between the City of Warsaw and the Benton County Historical Society for historic preservation related services.
Ordinance Number 569 was approved by the council authorizing Mayor Simons to execute a contract by and between the City of Warsaw and the Benton County Tourism Commission for tourism, economic and community development related services.
The Warsaw City Council approved Ordinance Number 570, authorizing Mayor Simons to execute a contract by and between the City of Warsaw and the Warsaw Area Chamber of Commerce Commission for tourism, related services.
Also approved by the council was Ordinance Number 574, an ordinance to amend Bill Number 2023-30, Ordinance Number 523 authorizing Mayor Simons to enter into a supplemental Agreement Number One by amending construction services to additional Design Services, complete, extend or continue the original agreement Bill Number 2022-26 Ordinance Number 523 between the City of Warsaw and Burns and McDonnell Engineering Company, Inc. for professional services for MODOT project 22-023A-1, apron expansion to the north at the Warsaw Municipal Airport.
The Warsaw City Council also approved Resolution 2025-01, authorizing Mayor Simons to execute a contract by and between the City of Warsaw and Missouri State University for professional services, cultural resource survey of proposed Main Street Sidewalk in Warsaw, Benton County Missouri associated with TAP 9901 (461) GAP.
City Planner Randy Pogue spoke to the Warsaw City Council about a long awaited master plan to be completed for historic Lay Park and an update on the city's involvment in the Missouri Rock Island Trail project.
Pogue also addressed the Council about work on the Main Street project.
Construction of Phase II for The Steamboat Playground on Drake Harbor is expected to begin in late March, according to Pogue.
There was additional discussion on an ordinance amending Chapter 700 about water rates and fees. More information may be presented at a future meeting, but for the time being, it was decided to leave additional fees as they are.
With no executive session, the meeting adjourned at 7:15 PM. All Warsaw City Council meetings are open to the public.
